First of all my sincere thanks to all of those who have served in the armed forces of the United States of America. God Bless you all and Master Sargent William H Fisher my dad… Thank you for serving in Korea and being as good a man out of uniform as you were in.

My goal is to give the residents of the Bakken and anyone next to a rail road a little comfort on the progress of tight oil stabilization or what we refer to as Bakken Oil stabilization. In the same breath I am going to plead with the state of North Dakota www.nd.gov if they truly want to help must make major changes in their tax policies.

I am grateful to Energy Matters www.KFYR.com  AM 50 for first asking me to be a part of the show and then being flexible in allowing me to be on when possible. One of the main reason I continue the program is my hope in bringing more insight to the public into many tough issues the gas and oil industry face.

I am fortunate to get a seat at many tables with many influential industry CEOs, Presidents    and production planners. It is in these meetings I am always reminded that the government has a role to play in the industry but for the most part the government is to collect taxes from the oil and gas companies’ revenue.

And as politicians   talk, the oil and gas companies are already far ahead of them in providing the money and talent needed to make their industry and those they serve a better place.

Too often I feel the state and federal officials think improvements in safety, the environment   , and workers security happen because they talk about it or threaten to mandate it. The truth is actually 180 degrees. The gas and oil companies always want what is best for the environment, their workers and the communities they operate in.

So now, here is my challenge to the state and federal government. If you are truly concerned with flaring and the stabilization of tight oil i.e. Bakken crude then give all the oil and gas companies a tax holiday on any and all gas captured,  stripped and or sold as a bi-product of tight oil. It cost approximately $60 million just to build a 100,000 barrel a day  stabilizing facility not taking into consideration the cost of operations for about $35 million in revenue $3.5 in gross profit and loss at the end of the year.

Here is why:  by the time we pay the 28% tax and gas royalties we lose money! You want us to spend our shareholders money and or our private equity on capturing a gas or stripping a gas that we lose money on. If you are serious then stop the taxing this bi-product and be satisfied with the huge windfall you receive from oil.

I know what the process costs and the bottom line is there is little to no money in it. Add in the dramatic fall in the price of oil and “Houston, we have a problem”

So I asking the North Dakota Industrial commission to work with Senator Rich Warden to call a special session and introduce a bill that will give gas and oil companies a tax holiday on any and all gas collected. Otherwise you may find 700,000 less barrels    of oil leaving ND each day because of a lack of stabilization.

In early 2012, Dacotah, LLC’s parent company, Micada  www.micada.com , was approached to design and fabricate a  for installation on the exploration and production pads on the Fort Berthold Reservation. The primary concern was the extreme visibility of conventional storage tanks, which although very common, are not easy to conceal and according to some of the end users detracted from the wild landscape.

In February, Dacotah, LLC  introduced its’ low profile tank capable of storing 967 barrels of Bakken crude oil or 40,600 gallons of production water. With an overall height of less than thirteen feet, the tank or tank battery is easily concealed behind any low ridge or berm.

By mid-June the first eight tank battery was installed on the Ft. Berthold Reservation at Independence Point on the shores of Lake Sacajawea.

In keeping with the custom fabrication tradition of Micada, all Dacotah tanks are hand-built using either US or Canadian steel in accordance with standards set forth in API Standard www.api.org/standards 650 11th Edition handbook. All the tanks are fabricated in a climate controlled environment by AWS and Canadian Board certified welders. The precision rolled side walls, pitched roof and floor are formed from ¼” HR plate and welded inside and out then vacuum and pressure tested to guard against leakage.

As a final step, all interior seams are hand finished to “near white metal” then coated with an acid and  solvent resistant sealant against long-term leakage. This sealant is crack resistant has been tested against breakage. It has been bent to a 12 inch radius before cracking appeared. The exterior of all tanks are cleaned, epoxy primed and top coated.

As a custom fabricator, we can offer smaller storage tanks for volatiles. While not part of the inventory, these tanks can are fabricated to customer specifications.

Dacotah tanks are turnkey when delivered, complete with internal roof support column and roof rafters. The blow in and sump pipes are factory installed as are all necessary pipe couplers and the access hatch door. All thief hatches must be ordered by the end-user due to the variability of styles.

Dacotah, LLC also supplies OSHA www.osha.gov compliant walkways and stair systems to match their tanks. The walkways are fabricated from hollow structural steel (HSS) with galvanized walking surfaces. The walkways are shipped out in fully assembled twenty-foot sections. Stairs are fabricated using channel raisers, galvanized treads and HSS welded handrail. Everything is cleaned, primed and top coated before shipping.

Saudi Arabia Purchases USA Largest Oil Refinery – Qatar Purchases USA Only Liquid Natural Gas Export Facility

The Saudi’s own the largest oil refinery in the USA, really? Yes, really. Qatar owns the only Liquid Natural Gas Export facility in the USA, really? Yes really.

While we were apparently sleeping, Saudi Arabia’s government controlled corporation Aramco www.armaco.com along with Royal Dutch Shell www.shell.com quietly purchased the largest refinery in the United States of America. It is the  Motiva Oil Refinery www.motivaenterprises.com  in Port Arthur, Texas. Yes, Port Arthur Texas. To add insult to injury, OPEC member Qatar owner of  Qatar Petroleum International www.qpi.com.qa is now 70% owner of the Golden Pass LNG Export Plant http://www.goldenpasslng.com/ in the USA which controls ALL export of United States Liquid Natural Gas www.naturalgas.org/lng/lng.asp (LNG).

So let me  get this straight, as we are clamoring for energy independence from OPEC and other foreign countries, we now have these same OPEC countries calling the shots  in the USA, really? Yes Really.

So what does that mean to for the future of oil independence? The quick answer, there will be no energy independence for the USA. You see, the Motiva Oil Refinery in Port Arthur Texas, after a $10 Billion expansion paid for by the Saudi’s and Royal Dutch Shell is now able to refine up to 600,000 Million Barrels of  Saudi dirty crude. The Saudi Crude actually has a higher sulfur content than the dirty crude coming out of Venezuela.

Sadly, this means the  Saudi’s and Royal Dutch Shell have single handily replaced a minimum of 600,000 million barrels of oil that could have come from the Bakken, Canadian Oil Sands, or many other locations  in North America. So much for sweet Bakken Crude.

Now for the country Qatar which is located on peninsula surrounded on three sides by the Persian Gulf and boarders Saudi Arabia.  Why should we be concerned that this tiny OPEC country controls ALL   export of OUR Liquid Natural Gas? I guess we can start with national security. Qatar Petroleum International   a subsidiary of state owned Qatar Petroleum  won permission (from our Federal Government)  last year to export United States  LNG fuel to nations with free-trade agreements with the U.S. and is awaiting approval to send the fuel to all other countries. This means the United States  LNG  future and all LNG exports are out of our hands and into the hands of a mighty OPEC member. Granted, Exxon Mobile has an estimated 12% ownership, but who do you think is going to make the final decisions Mr. 70% or Mr. 12%?

Is Liquid Natural Gas important to the future of the US? Thomas Farrell ,Chief Executive Officer of Liquid Natural Gas producer Dominion Resources Inc. www.dom.com said  “The U.S. needs to act quickly to take advantage of overseas demand for its glut of natural gas or lose market share to international competitors.” Oh really, international competitors? It seems we just sold our soul to an international competitor. Dominion Resources with love to export LNG but they are not licensed to do so and the earliest they could build an export facility would be 2017.

Farrell then went on to say “The U.S. faces competition from countries including Australia, Canada, Indonesia and Qatar.”  And I say “Oh, you mean the same Qatar that just bought our largest and only export facility for Liquid Natural Gas?”  Take that, Bakken Natural Gas.

I find myself extremely frustrated. Most of my frustration comes from my inability to balance national security with capitalism. I understand why Saudi Arabia and Qatar came to the US and purchase viable businesses. I understand why Saudi Arabia and Qatar want to have a foothold in the United the  world’s largest market. What I do not understand is how this is good for the my United States.

It seems in a time of international turmoil, especially in the Middle East, that we would hedge our bets by controlling our energy bloodline. Our politicians warn energy is a matter of national security, so why are we giving the keys to the hen house to those who may turn out to be the fox?

Capitalism is good for the most part, competition can bring on innovation leading to  a reduction in the cost of consumer  goods. With this being said, when is capitalism trumped by national security?  We would not allow Saudi Arabia to purchase Boeing or Qatar to purchase General Dynamics,  so why allow them to have such a large footprint in our oil and gas industry? If energy independence is truly a matter of national security then it would appear we just opened the backdoor and now the opposition is in our living room.

Schafer said there are opportunities for South Dakota to gain new business from the North Dakota oil boom. CEO and Founder of Bakken Energy Service Tim Fisher later supplied eye-opening and detailed Bakken Shale information.

“It’s not too late to get involved,” agreed keynote speaker and former North Dakota Gov. Ed Schafer, now a board member for Continental Resources. “And it certainly is going to be a long-term play.” Schafer said South Dakota’s similarities to North Dakota — particularly, people who are honest and caring and hard-working — will be to its benefit in attracting businesses and investors that may want to be near the oil patch, but not in it.

“They need to park someplace,” he said. “I’m encouraged about the possibilities in South Dakota.” There are roughly 5,500 oil wells in the Bakken today, Schafer said, yet experts say the area can support more than 50,000 wells. “We haven’t even gotten to 90 percent of the opportunity that’s in North Dakota,” he said.

“The size of the pie is huge,” said Tim Fisher, founder of Bakken Energy Service. “There is enough for everyone and then some.”Fisher, who describes his Bakken Energy Service business as the “world’s largest third-party logistics company because it is our job to get services from one location to another in a reliable, cost effective manner  ” for its 38 coalition members, urged South Dakota not to compare itself and its oil potential to its northern neighbor.

“North Dakota’s Wal-Mart and South Dakota’s Ace Hardware,” he said. But South Dakotans shouldn’t be afraid to “open an Ace Hardware” because there’s a Wal-Mart next door. “Drop the scarcity mentality,” Fisher said, adding that businesses need to work together to benefit everyone. “You’re not the enemy. Start working together … This is your backyard.”

South Dakota’s geology will prevent it from ever seeing an oil boom like the one now happening in North Dakota’s Bakken Formation. But there are still plenty of great oil-related opportunities for western South Dakota, speakers said at a local seminar Tuesday.

That was good news for about 175 people who signed up for the one-day summit, “Opportunities in the Bakken,” held at Hilton Garden Inn in Rapid City. It was one in a series of seminars being presented around the country, said Jeff Johnson of Midwest Real Estate News, one of the event sponsors.

Tuesday’s audience was a mix of business people, potential investors, real estate developers and others interested in learning more about North Dakota’s oil industry and the economic opportunities it has to offer. Eldene Henderson of Rapid City was one of just 20 or so women in the audience. “I’m kind of an information collector,” she said, explaining her decision to attend. But Henderson is also working on a development project for senior citizens who want to relocate from North Dakota. From that standpoint, she found the speakers “very informative.”

Jim LeMar, a salesman with Canada-based Northstar Homes, appreciated the summit’s networking opportunities as much as the information it provided. “I’m just looking to make contacts in the business communities that are working up in North Dakota,” he said. “Hopefully, I’ve met a couple people that will lead to some business.”

So is South Dakota State Geologist Derric Iles. Because while South Dakota’s geology ensures it will “never see production come to the extent that North Dakota has,” there’s still a lot of unexplored potential.

Iles pointed to studies done in western South Dakota in the 1950s that showed “tight shale” — similar to what’s found in the Bakken — that was of little commercial interest at the time. But with the capabilities of today’s technology, Iles believes those areas might be worth a closer look. “I think we’re  under explored ,” he said.
